    Professional Experience
    • Over the past 25 years, Donald May has worked in the municipal, private and consulting fields preparing, processing and evaluating planning applications including official plan amendments, rezonings, subdivisions, site plans, minor variances, severances, expropriation, and special permits within the Parkway Belt and Niagara Escarpment.
    • Development management for hospitals, estates and major tourist commercial properties.
    • Provided professional planning opinion to Municipal Councils, Committee of Adjustment, Land Division Committees, Conservation Authorities, Ontario Municipal Board, Consolidated Hearings Board, Ontario Courts and National Energy Board.

    Relevant Health Care Experience

    Chedoke Health Corporation

    • Manage the assets of Chedoke Health Foundation (CHF) for the former Chedoke Hospital site. This includes providing liaison with Hamilton Health Sciences (HHS) who lease a portion of the lands for hospital use. Over the past 20 years, CHF has sold significant assets for reinvestment in the upgrading of new capital construction for health care facilities in the Hamilton area.

    Niagara Health System

    • Initially retained in 2003 by Hotel Dieu and Niagara Health System (NHS) to assist in the municipal approvals for co-location. After identifying the two existing hospitals were not able to locate a new combined facility on either existing site; completed the site selection, acquisition of the new site and obtained the required municipal approvals. Participated in the compliance team for the new hospital under the Design-Build-Finance-Maintain model of Infrastructure Ontario.
    • Redevelopment of the existing two hospital sites and a number of related land use planning matters.

    West Lincoln Memorial Hospital

    • Beginning in 2008 – Completing the preliminary due diligence prior to the preparation of the RFP for a new hospital.

    Hamilton Health Services

    • Provided land use planning services since 1995 for a variety of health care related projects.

    Municipal Asset Maximization & Planning Expertise Integration
    • Participated in a team that developed for AMO – Council Member’s Toolkit – A Practical Guide to Evaluating Municipal Asset Management
    • Worked with a municipality to create a Municipal Development Corporation
    • Assisted MPAC to integrate professional planning expertise within the valuation process.
    • Participating in a newly formed Planning Services Advisory Panel researching subjects affecting assessment in Ontario.
